The study aimed to identify the degree of application of school principals to administrative governance and its relationship to the outstanding performance of teachers in public schools in Palestine, from the point of view of teachers, and to investigate the differences in the averages of these variables according to: gender, academic qualification, years of service, school stage, directorate. To achieve this, the researcher adopted the descriptive approach and used two tools to obtain data, breakfast questionnaires, the first included (40) items distributed over four areas, and the second included (30) items distributed over six areas, which were applied to a stratified random sample, consisting of (369) teachers in schools in Hebron governorate
The results showed that the degree of application of school principals to administrative governance from the teachers' point of view was to a large degree, so the arithmetic average was (3.82), with a percentage of (77%), and "transparency" was the highest with an arithmetic average (3.88), and "accountability" was the lowest with an arithmetic average (3.7), and the results indicated that there were no statistically significant differences between the average scores of the sample members for the application of school principals to administrative governance and its fields due to variables: Gender, academic qualification, directorate, and the presence of significant differences in different years of service, and the differences came in favor of (less than 5 years), and also the existence of differences according to the variable of the teaching stage, where the differences were in favor of (a lower basic stage), and (a lower basic stage in favor of a secondary stage).
While the results showed that the level of outstanding performance of teachers from their point of view came to a very large degree, as the arithmetic average reached (4.29) by a percentage of (86%), and the field of "professional ethics" was the highest with an arithmetic average of (4.47), while the field of "professional development" is the lowest with an arithmetic average of (4.02), and the results indicated that there were no statistically significant differences between the averages of the scores of the sample members estimating the level of outstanding performance and its fields attributed to variables: Gender, educational qualification, years of service, and directorate While the differences were found to be significant according to the stage of teaching in favor of (lower basic stage).
The results indicated that there is a positive positive relationship between the degree of application of school principals to administrative governance and the level of outstanding performance of laboratories in public schools in Palestine, i.e. it increases as school principals apply administrative governance and the outstanding performance of the two laboratories, so the value of the correlation coefficient reached (0.42), and there is no statistically significant predictive ability for the dimensions of predicting the degree of application of governance and the outstanding performance of teachers.
In light of the results of the study, it was recommended that the application of administrative governance for school principals should continue, through continuous training in the field of administrative governance for principals and teachers, participation in conferences and seminars on the subject of governance and outstanding performance, and calling on the Ministry of Education to reconsider the system of incentives and rewards to encourage excellence in performance and work to develop methods to raise the performance of teachers and increase their excellence, and to innovate new alternatives to solve problems that teachers may face instead of the usual solutions. To develop work methods in line with scientific development.
