The mediating role of digital transformation in the relationship between strategic agility and achieving sustainable development in Palestinian local authorities - Jenin Municipality as a model for study

Abstract

The study aimed to identify the mediating role of digital transformation in the relationship between strategic agility and achieving sustainable development in Palestinian local authorities: Jenin Municipality as a model. To achieve the objectives of the study، the researcher used the descriptive analytical approach, and the questionnaire as the main tool for data collection. The researcher also used pre-interviews to diagnose the study problem and to identify the studied population, and post-interviews، which focused on the most prominent statistically obtained results, to interpret and comment on them to ensure the most efficient derivation of administrative, behavioral, and strategic implications. The study population consisted of all members and employees of Jenin Municipality, totaling (205) individuals. The researcher also used the comprehensive enumeration method by conducting the study on all members and employees of Jenin Municipality, except for service employees, who numbered (38) employees. Accordingly, the study was conducted on (167) individuals.

The study reached several results, the most prominent of which are: The existence of a statistically significant relationship between strategic agility and digital transformation, and the existence of a statistically significant relationship between digital transformation and sustainable development, which indicated that digital transformation serves as a mediator in the relationship between strategic agility and achieving sustainable development in Palestinian local authorities in general and in Jenin Municipality in particular. However, the effect of digital transformation is not complete, as it acts as a partial mediator in this relationship due to the existence of a statistically significant effect between strategic agility and sustainable development in Palestinian local authorities in general and in Jenin Municipality in particular.

In light of the results, a set of recommendations were reached, the most important of which are: The necessity of enhancing the practice of strategic agility for its role in achieving sustainable development with its economic, social, and environmental components, and enhancing digital transformation as a mediating variable by intensifying efforts aimed at the digital transformation process through the development of digital infrastructure, and enhancing accurate risk analysis through investing in technologies and tools that help conduct advanced analyses and accurate predictions, and developing human capital through competence-based training and recruitment, and improving service quality by simplifying internal procedures.
