Abstract: This study aimed to recognize the relationship between efficient management of human resources and the principles of total quality management in the Palestinian health sector (public and private), to achieve these objectives, the study applied descriptive and analytical methodology, where a questionnaire was designed, that consisted of two scales (efficient management of human resources, principles of total quality management) scales, and distributed among random sample that consisted of (341) male and female employees who work at health institutions in Ramallah and Bireh governorate, the study applied many statistical examinations used by SPSS statistical program. The study showed that there was medium degree of the implementation of efficient management of human resources with (63.6%), and there was a high degree of the implementation of the principles of total quality management with (68.6%), the finding showed that there was positive and statistical relation and role of the total degree and all the fields of efficient management of human resources and the total degree and all fields of the principles of total quality management, and there were statistical differences between working employees’ answers at the Palestinian health sector (public and private) toward the implementation of efficient management of human resources due to their (gender, job title, health sector type), it also showed that there were statistical difference between health sector employees (public and private) toward the implementation of principle of total quality management due to (job title, and health sector type). The study recommended to adopt all fields of efficient management of human resources, and focus on weak points at public and private sectors, and to apply total quality management principles since it’s one of the best methods that ensure quality to reach excellency level in providing health services for patient and reviewers to eliminate negative effects and challenges that the Palestinian health sector face in public and private sectors.
