Title: Evaluation of Training Programs Implemented at the Palestinian National School For Management and its Impact on the Development of Elements of Intellectual capital In the Palestinian Government apparatus

Abstract: The study aims to assess the training programs implemented in The Palestinian National School of Administration (PNSA) and to identify its impact on the intellectual capital in the Palestinian Governmental System from the perspective of the trainees. The researcher uses the descriptive approach to achieve the intended objectives of this study. The study population consists of 800 employees (males and females) who were trainees at PNSA during the period between 2016 and 2020. A survey was built and distributed on an available sample of 259 trainees. The study has several outcomes, most important of which are that first, the training programs were highly rated from all perspective (reactions, learning, behavior, organizational results, training outcomes, group performance). Second, the levels of awareness in regards of the elements of the intellectual capital (human capital, structural capital and relational capital) are high. Third, there is a positive association between the training programs and the intellectual capital, and that the training programs affects the elements of intellectual capital (human, structural and relational). Forth, as for the variations between the subjects’ responses, there are no variations neither due to gender, age, scientific qualification, years of experience and the training program nor due to the variable of the training program on the total grade or on the perspectives of reactions, learning, organizational results and training outcomes. On the other hand, the variation took place on the perspectives of behavior and group performance in favor of Leadership Training Program. In addition to that, there are no variations among the subjects’ responses average on the intellectual human capital due to the variable of gender, age, years of experience or position. Finally, there are no variations due to the training program on the first and third elements (Human and relational), unlike the second element (organizational) in favor of Leadership Training Program. In the light of the research results, the researcher provided several recommendations, including the following: strengthening the process of assessment of the training programs implemented at the Palestinian National School of Administration (PNSA) at all levels through following up with the assessment after training to identify the training’s effects on the trainee and on the institution. For example, this can be achieved through the assessment of structural results, the training outcome, and the group performance for its positive influence on the development of intellectual capital and its elements. Promoting the trainees awareness of intellectual capital and its elements through increasing the number of programs in this area of training. Focusing on the training programs that help in the development of the relational capital due to its importance in strengthening relations with local and international institutions such as the programs that contain materials intended to enhance the skills and experiences in interacting with citizens, strengthening their relations with local and international institutions, and participating in international conferences and scientific seminars. Encouraging trainees to share the experiences and skills gained from the training programs with their colleagues to increase the public benefit and productivity increase at institutional level. Finally, shedding more light on the Continuous Training Program, by extending the training period so that the trainee can better acquire experiences and skills, similar to the Leadership Training Program, which in turn made a big difference in the behavior and experiences of trainees, as the results indicated.
