Title: Attitudes of workers towards the role of partnership between the public sector and workers in the field of renewable energy

Abstract: This study aimed to identify the trends of energy workers towards the role of public-private partnership in the field of renewable energy, in terms of its role in economic development and mitigating the Palestinian energy dependence on the Israeli occupation economy, and environmental pollution, and to the policies that support public-public partnership and in the field of renewable energy, and to identify the obstacles that affect this partnership. The questionnaire was used as a data collection tool that was analyzed using the statistical package (SPSS) program, where the study community consisted of managers and engineers working in public institutions that organize the energy and electricity sector in Palestine (Palestinian energy & natural resources authority, Palestinian Electricity Transmission Ltd. (PETL), Palestinian Electricity Regulatory Council (PERC) And also the managers and engineers in the private electricity distribution companies. The number of the study community was (284) managers and engineers. A soft sample was taken of them (167) singles. The conclusion of this study states that there is a role for public-private partnership in renewable energy infrastructure in economic development, and in reducing mitigating energy dependency and minimizing environmental pollution From the perspectives of energy workers, as it came to high degrees, and there were differences in the respondents’ responses due to the workplace variable, while there were no differences of the responses of the respondents based on the variables of: the nature of work and educational qualification The study also concluded that the best model that can be used in the public-private partnership in the field of renewable energy is the Build, Operate and Transfer of Ownership (BOT) model . The study also found that there are political, economic, administrative and legal obstacles strongly facing the partnership between the two sectors. The public and private sector, and it is important to provide supportive policies for the company in order to overcome the obstacles. It is recommended by researcher for the responsible public institutions which are regulating the energy and electricity sector to develop strategic plans - short and long-term - to start partnerships with the private sector as well as to adopt the build-operate-transfer (BOT) contract model for its suitability for infrastructure projects, especially the renewable energy sector, as well as to work on Strengthening the role of the private sector, creating a participatory atmosphere and building bridges of trust with the public sector, beside working to modernize and organize the systems of partnership administratively and legally in line with the Palestinian situation, and planning and making incentive policies to enter into effective partnerships that help build a strong economy.
