The study population consisted of all administrative employees at the General Personnel Council, totaling 185 employees, who were selected using a comprehensive survey approach. The main findings of the study indicated that the degree of implementation of electronic human resource management at the General Personnel Council was high, with a response rate of 72.60%. The level of organizational excellence was also high, with a response rate of 76.76%.
