ملخص: This study aimed to identify the strategic implementation and its impact on the institutional performance at Al-Quds Open University. To achieve this goal, the researcher used the descriptive analytical approach. The study's instruments were applied to an available sample of (126) administrative staff members at Al-Quds Open University in the northern governorates, starting from the position of (Head of Division and above), which constituted (80%) of the study population size. The researcher used a questionnaire consisting of two scales: (Strategic Implementation and Institutional Performance), whose data were analyzed through the Statistical Package for the Social Sciences (SPSS). The results showed that the reality of strategic implementation at Al-Quds Open University was at a high level overall, with an arithmetic mean of (3.53). The "Organizational Culture" domain ranked first with a high level and an arithmetic mean of (3.67), followed by Programs and Projects in second place with a high level and an arithmetic mean of (3.64), and Organizational Structure with a high level in third place with an arithmetic mean of (3.63). Work Procedures came in fourth place with a high level and an arithmetic mean of (3.59), and the availability of financial and material resources came in fifth place with a high level and an arithmetic mean of (3.51), and in sixth place, Human Resources with a moderate level and an arithmetic mean of (3.21). The results also showed that the level of institutional performance among Al-Quds Open University employees was at a high level overall with an arithmetic mean of (3.74), and the "Beneficiaries' Satisfaction" domain ranked first, with an average of (3.89) at a high level, while the "Efficiency" domain ranked last with an arithmetic mean of (3.67) and also at a high level. The results of the study also showed that there was a statistically significant effect at the significance level (α ≤ 0.05) of the strategic implementation domains on the institutional performance at Al-Quds Open University. The results showed no statistically significant differences at the significance level (α ≤ 0.05) between the mean responses of the study sample members about the reality of strategic implementation and the level of institutional performance at Al-Quds Open University due to the demographic variables: (gender, age, educational qualification, years of service, and administrative unit). In light of the study results, the researcher recommends the need to provide financial resources and budgets in a way that ensures the implementation of the university's approved strategies, and that the university administration, before appointing any new human cadre, should inventory the human resources available to it within the university in a way that works to implement its strategic requirements.
