ملخص: This study aimed to identify the The Impact of Human Resources Strategies on Developing Distinguished Competencies: for the Palestinian General Intelligence Service, and to achieve the goal of the study, the researcher used in this study the descriptive and analytical approach, and the study population consisted of all officers working in the General Intelligence Service in Palestine, the study sample consisted of (190) officers, and relied on the questionnaire in data collection, and the data was unloaded into the statistical analysis program SPSS, and several results were reached, the most important of which are: It was found that the level of availability of human resources strategies from the point of view of officers working in the intelligence service was high, and it was found that the level of development of distinguished competencies from the point of view of officers working in the intelligence service was high, and the impact of human resources strategies in their dimensions (recruitment, selection and appointment, training, incentives, career path and promotions, policy development, performance evaluation) on the development of human competencies in the Palestinian General Intelligence Service. The study recommended reconsidering the incentive system adopted in the Palestinian General Intelligence Service, through the development of flexible and stimulating mechanisms that take into account individual and collective performance, and a balance between material and moral incentives, and the need to work on updating the policies adopted in human resources management, in line with modern administrative developments, and enhances the agency's flexibility in dealing with institutional and environmental changes.
