الخلاصة:
This study aimed at investigatong the effect of applying the principles of Governance on the Total Quality Management in the Palestinian governmental hospitals in Bethlehem Governorate. The researcher utilized the descriptive analytical approach as it suits the nature of the study. The population of the study was the employees at three governmental hospitals in Bethlehem governerate: Al Hussein/Beit Jala Governmental Hospital, Bethlehem Psychiatric Hospital, and the Palestinian National Center for Rehabilitation in the year of 2022. The population size of the study was (589) female and male employees. The researcher used the questionnaire as a tool; it was distributed to the population through e-mail and social communication media. (257) of retrieved questionnaires were valid for statistical analysis. The findings of the study indicate that there is a significant role of applying the principles of Governance on the Total Quality Management in the Palestinian governmental hospitals in Bethlehem Governorate, additionally, the results of the study showed that the application of governance principles was more closely related to the field of (commitment of senior management), followed by the field of (empowerment of employees) and then the field of (continuous improvement), while It was the least related to the field of (training and development). Moreover, the results showed that there was no statistically significant effect of the respondents' responses towards the application of governance standards in the governmental hospitals in Bethlehem Governorate that is due to the gender variable, except for the criterion of (transparency and disclosure), where the differences tended in favor of females.
Based on these results, the study came out with a set of recommendations that could potentially support decision makers in Palestinian governmental hospitals/Bethlehem governorate, the most important of which were: Enhancing courses in the areas of governance and total quality management offered by governmental institutions such as the National School of Administration to include larger groups of employees in all of the Palestinian governmental hospitals. In addition to shifting from traditional administrative methods that are based on centralized decision-making to contemporary administrative methods such as governance and total quality management that are based on participatory decision-making and planning, accountability and transparency in work, and empowering the role of employees in all administrative levels.
