الخلاصة:
This study aimed at investigating the role of computerized human resources’ systems in achieving institutional excellence in the Palestinian Ministry of Telecom and Information Technology. Due to the nature of the study and to achieve its goals, the researcher employed a descriptive analytical approach.
The population of the study consisted of the (250) male and female employees of the Ministry of Telecom and Information Technology in 2022 AD. The researcher utilized the questionnaire as the tool to conduct his study. The questionnaire was distributed to the entire population of the study through e-mail and social communication media. Among the retrieved questionnaires, 209 were valid and were statistically analyzed. The findings of the study indicated that the computerized human resources systems play a significant role in achieving institutional excellence in the Palestinian Ministry of Telecom and Information Technology, furthermore, the finding of the study showed that the wages and incentives dimension as one of the dimensions of computerized human resources systems has no statistically significant effect in achieving institutional excellence in the Ministry.
The study came out with a set of recommendations that can help decision-makers at the Palestinian Ministry of Telecom and Information Technology in achieving institutional excellence; these recommendations included the necessity to develop and advance the computerized human resources systems deployed in the ministry in a way that provides employees with all the required information in a fast and efficient manner, especially the electronic component of wages and incentives which should be developed to allow the employees to submit their comments and inquiries regarding their financial entitlements in flexible and timely way. Furthermore, there is a need to organize a series of awareness campaigns for employees; these campaigns should target the electronic mechanisms for wages, salaries, and the sequence of administrative operations, as employees lack the proper knowledge in them. The study also recommended conducting a series of workshops for employees -especially females- on the use of computerized human resources systems and the role these systems play in the Palestinian Ministry of Telecom and Information Technology.
