Abstract:
This study aimed to know the role of the training and development strategy in achieving the principles of total quality in public sector institutions: the Palestinian Civil Defense as a model. The researcher adopted the descriptive analytical approach to conduct the study and used the stratified random sampling method to collect data from the Palestinian Civil Defense employees, which numbered (1250) employees, and the study sample amounted to (300) employees, and to achieve the objectives of the study. a questionnaire tool was designed for the study, and the (Spss) program was used to enter and process data and test hypotheses. Among the most important findings of the study: • There is great approval by the study sample on the training and development strategy in its four dimensions. The presence of great approval by the study sample members on the commitment of the Palestinian Civil Defense to the principles of total quality in its four dimensions, as this was evident by obtaining the field of total quality as a whole (total score) with a large degree and a relative weight of 82.2%
• There is a linear relationship between the total score of the training and development strategy scale and the total score of the total quality scale with a correlation coefficient (768.) and it is clear that it is positive and strong.
• There is an impact of the training and development strategy dimensions model in the Palestinian Civil Defense in achieving total quality in all its dimensions. The study recommended: Continuity and maintaining the provision of the necessary support from senior management to implement the training and development strategy, intensifying the efforts made in developing training programs, increasing internal and external courses, enhancing the use of modern methods and methods in the training process, linking incentives to the level of performance and granting incentives in a timely manner, and encouraging employees to By involving them in decision-making and adopting their problems and solving them in a positive way.
