The study aimed to learn about the role of e-human resources management in enhancing organizational memory from the perspective of the workers in the municipalities of Qalqilya governorate. We used the study curriculum to achieve the study's objectives. The study community is made up of all 119 administrative workers in the municipalities of Qalqilya governorate (Qalqilya, Ezzun, Kafer-The, Geus, and Habla).&#13;
The most important findings of the study were that the level of application of e-human resources management practices in the municipalities of the province of Qalqilya from the point of view of their administrative personnel was high in response (70.9%), and the level of organizational memory in the municipalities of Qalqiliya governorate from the point of view of its administrative personnel was high and in response (75.6%), indicating the existence of a positive correlation between the management of electronic human resources and the strengthening of organizational memory in the municipalities of the province of Qalqilya from the point of view of their administrative personnel. The results of the study also found that there were no differences between the respondents' responses to each of the study variables attributable to the demographic variables of sex, age, scientific qualification, years of service, and job title.&#13;
In the light of the study's findings, the researcher made several recommendations, the most important of which being: Development of an integrated electronic recruitment system to enhance the efficiency and accuracy of the recruitment process in the municipalities of the province of Qalqilya by conducting a comprehensive study to determine the requirements of the electronic system, including the types of functions required standards, appropriate tests, selection of a ready electronic recruitment system or development of a dedicated system in collaboration with local technology companies or software developers, The Confederation of Municipalities can coordinate for a unified system by contracting from institutions and companies specializing in electronic human resources systems.

This study aimed to examine the role of electronic leadership in developing employee performance through an applied study on employees in the healthcare sector in Tulkarm Governorate. It also sought to investigate the effect of the dimensions of electronic leadership—namely virtual communication, the use of technology in decision-making, electronic training and development, and electronic motivation—on employee performance development, represented by productivity, efficiency, innovation, and development. To achieve the study objectives, the descriptive-analytical approach was employed. The study population consisted of employees working in Palestinian healthcare institutions, totaling 1,252 male and female employees. A convenience sample of 296 employees was selected. The statistical analysis was conducted using the Smart PLS 4 software. The findings revealed a statistically significant positive effect of electronic leadership, with its combined dimensions (virtual communication, the use of technology in decision-making, electronic training and development, and electronic motivation), on the overall development of employee performance, with its combined dimensions (productivity, efficiency, innovation, and development), in healthcare institutions in Tulkarm Governorate. In addition, the results indicated a statistically significant positive direct correlation between electronic leadership dimensions and employee performance development dimensions in the healthcare sector in Tulkarm Governorate. Among the most important recommendations, the study emphasizes that the management of Palestinian healthcare institutions should adopt a comprehensive electronic leadership strategy that integrates virtual communication, digital decision-making, electronic training and development, and electronic motivation, with the aim of improving all dimensions of employee performance (productivity, efficiency, innovation, and development) in an integrated manner.

The study aimed to investigate the role of institutional governance in the performance of human resources in the Palestinian Ministry of Finance. The researcher employed the descriptive analytical method due to its suitability for the study. A data collection tool (questionnaire) was developed and distributed to a proportionate stratified random sample of 259 individuals from the study population within the Ministry. The data were analyzed using the Statistical Package for the Social Sciences (SPSS).&#13;
The results of the study revealed that the application of institutional governance in the Palestinian Ministry of Finance was rated high in the dimensions of transparency, accountability, and responsiveness, while it was rated moderate in the dimensions of integrity, justice, and participation. The overall response rate was moderate, with a percentage of 65.6%. The level of human resource performance in the ministry was rated high, with a percentage of 74.3%. The study also found a statistically significant effect of institutional governance, with its components (justice, transparency, accountability, participation, integrity, and responsiveness), on human resource performance across its dimensions (quantity of performance, quality of performance, and job commitment). Additionally, no statistically significant differences were found in the respondents’ average responses regarding institutional governance or human resource performance attributable to demographic variables (gender, age, educational qualification, job title, and years of experience).&#13;
The researcher proposed several recommendations that could benefit decision-makers in the Ministry, including involving employees in decision-making processes through the formation of joint task forces across different departments, organizing periodic strategic planning workshops with participation from employees at all job levels, and enhancing professional development in the Ministry by allocating flexible working hours to encourage self-learning among employees.

The study aimed to investigate the role of e-government as a mediating variable in the relationship between knowledge management and human resource development in Palestinian governmental institutions. It adopted a descriptive-correlational approach. The study population consisted of employees of the Palestinian government ministry directorates in Tulkarm Governorate, namely the Directorate of Health, Directorate of Social Development, Directorate of Transportation, Directorate of Interior, Directorate of Education, and Directorate of Agriculture, totaling 591 employees. The sample size was 234 respondents, selected using a stratified random sampling method, with a questionnaire used as the data collection tool.&#13;
The most significant findings of the study indicated a statistically significant partial mediating effect of e-government in the relationship between knowledge management and human resource development. There was also a positive effect of knowledge management on both human resource development and e-government. Additionally, e-government had a positive effect on human resource development. The levels of knowledge management, human resource development, and e-government were found to be moderate. The results revealed no statistically significant differences at the significance level (α≤0.05) in knowledge management attributable to the demographic variables (educational qualification, administrative title). However, differences were observed based on gender and years of experience. Furthermore, no statistically significant differences were found regarding human resource development or e-government attributable to the demographic variables (gender, educational qualification, administrative title, years of service).&#13;
The study provided several recommendations, the most prominent of which include improving the efficiency of knowledge storage and retrieval through the automation of all processes in government institutions and integrating them comprehensively with government databases, adopting a unified knowledge classification system, and ensuring continuous data updates. Additionally, it recommended training employees on advanced search strategies and leveraging the classification system to access required information accurately and quickly.
