MBAREK BOUSHAB BELLA, CHAABAN; FARID JARRAR, Prof. MARWAN
This study (The pillars of Moroccan Foreign Policy towards West African Countries 2017-2024) comes to highlight this important stage of the historical relations that unite the Kingdom of Morocco with the various countries of West Africa.
The study aimed to analyze the content of Moroccan foreign policy based on its fundamental pillars, particularly towards West African countries. It also examined the transformations and results achieved by the Kingdom of Morocco's active diplomacy in its relations with various West African countries, which witnessed significant development after 2017, the year of the Moroccan’s return to the African Union after a 32 year of absence.
The study used the historical approach, the descriptive analytical approach, the case study approach, and the legal approach. The study concluded that there is an inherent historical link that has remained continuous and unique, despite the Kingdom of Morocco’s boycott of the main organization in the African continent. The study also addressed the main turning points that Moroccan-West African relations have witnessed, especially after 2017.
It has also become clear that Moroccan diplomacy towards Africa is based on an active presence on the African continent, through the Kingdom of Morocco’s commitment to promoting peace and security on the African continent, working to help resolve African wars and conflicts, and actively participating and contributing to the development of the African continent, as Morocco has become the second largest African investor within the African continent, with Moroccan companies and contractors active in various economic and development sectors and fields

Housam Jarrar, Jana; Atef Amr, Prof. Nu’man
The researcher aimed in this study to explore the role of digital campaigns in shaping diplomacy in the twenty-first century, especially with the rapid growth of technology. The study focused on this role by analyzing Ambassador Dr. Husam Zomlot’s official Facebook page and its influence on the British public — both online and on the ground — as well as how it helped create public pressure on the official British position regarding the Palestinian issue .
To achieve this, the researcher used the descriptive method and the network approach within a qualitative interpretive framework. Zomlot’s Facebook page was taken as a case study, where 45 posts were randomly selected and classified based on their goals and types, covering the period from 2023 - 2025.
The results showed that official institutions have not paid enough attention to using digital diplomacy to support the Palestinian cause and promote the Palestinian narrative of justice. However, digital campaigns played an important role in strengthening this narrative and mobilizing European public support through popular digital diplomacy. The analysis of Zomlot’s page showed that he succeeded, in his personal capacity, in influencing public digital diplomacy, and in his official role, in increasing public pressure that affected the British government’s position toward Palestine. His digital messages combined legal, humanitarian, and historical aspects in a way that effectively appealed to Western audiences.
In conclusion, the study recommended establishing a specialized department within the Ministry of Foreign Affairs to handle digital diplomacy and use it to advance the Palestinian cause. It also advised making better use of local and international digital platforms to spread purposeful content that supports the Palestinian narrative, and ensuring careful selection of diplomats, especially those representing Palestine abroad.

Palestinian Foreign Policy during the Period 2019-2024
Bilal Dweikat, Maram; Atef Amr, Prof. Dr. Nu’man
This study aims to examine Palestinian foreign policy during the period 2019–2024 by exploring how it managed multiple crises, beginning with the COVID-19 pandemic, followed by the financial and economic crisis faced by the Palestinian Authority, and culminating in the repercussions of Operation Al-Aqsa Flood and the Israeli war on Gaza in October 2023. It also analyzes the Palestinian government’s diplomatic strategies in dealing with regional initiatives, including the U.S. peace plan (the Deal of the Century), Arab–Israeli normalization, and the Abraham Accords. The study employed both the descriptive-analytical method and the foreign policy analysis approach, and utilized the interview tool through conducting several interviews with experts specialized in the subject matter.
The study reached several key findings, most notably that the Palestinian government demonstrated proactive capacity and organizational flexibility in confronting the COVID-19 pandemic through early preventive measures, activation of the state of emergency, and the engagement of civil society, security apparatuses, and official media. Moreover, between 2019 and 2024, the government’s economic policies including productive cluster programs, austerity measures, and administrative as well as diplomatic reforms succeeded in strengthening resilience and maintaining a minimum level of financial and social stability.
Externally, following October 7, Palestinian foreign policy exhibited a notable ability to maneuver by combining humanitarian and legal discourse with intensive diplomatic activity in international fora, which helped refocus global attention on the Palestinian cause despite Western bias toward Israel. Conversely, the wave of Arab–Israeli normalization, particularly the Abraham Accords, weakened the collective Arab position and reduced the Palestinian margin of diplomatic maneuvering, thereby intensifying Palestinian political isolation. Nevertheless, the Palestinian stance remained steadfast in upholding national principles and the rights of the Palestinian people by maintaining the legitimacy of its position through United Nations resolutions and international law reflecting a strategic resistance to U.S.–Israeli initiatives.
In light of these findings, the study presents several recommendations, including the development of the Palestinian health infrastructure and the enhancement of hospital and healthcare center capacities through comprehensive emergency plans, securing medical equipment, and building local human resources. It also calls for continued strengthening of the national economy by supporting productive clusters and vital sectors, employing digital tools and flexible financing to reduce dependency on the occupation and improve crisis management capacity. Furthermore, the study underscores the importance of promoting national unity and unifying political decision-making to formulate a cohesive diplomatic discourse and increase the effectiveness of the Palestinian position in international arenas. It recommends adopting a strategy that integrates intensive diplomatic engagement, legal advocacy, and digital media communication to enhance the global standing of the Palestinian cause.
