Abstract: The study aimed to identify the impact of electronic human resource management on organizational excellence at the General Personnel Council. To achieve the objectives of the study, the descriptive Correla method was used, and a questionnaire was employed as the data collection tool. The study population consisted of all administrative employees at the General Personnel Council, totaling 185 employees, who were selected using a comprehensive survey approach.&#xD;
The main findings of the study indicated that the degree of implementation of electronic human resource management at the General Personnel Council was high, with a response rate of 72.60%. The level of organizational excellence was also high, with a response rate of 76.76%. Additionally, there was a statistically significant impact of electronic human resource management on organizational excellence.&#xD;
Based on these findings, the researcher presented several recommendations, including: ensuring continuous development of the electronic training system to enhance employee efficiency and align it with ongoing technological updates; promoting organizational excellence at the General Personnel Council by investing in human capital through training; and integrating adopted strategies with a positive organizational culture.</description>

Abstract: This study aimed to analyze the impact of administrative reengineering (business process reengineering) on the organizational performance of Palestinian ministries. The descriptive research method was adopted to conduct the study. The study population consisted of department head or higher, totaling 12,370 individuals. A stratified random sample of 373 respondents was selected, and a questionnaire was used as the data collection tool. The data were analyzed using SPSS.&#xD;
The study revealed several key findings, most notably that administrative reengineering (business process reengineering) has a significant impact on the organizational performance of Palestinian ministries across all their dimensions. The results indicated a high level of application of administrative reengineering (business process reengineering). Additionally, the study found that the level of organizational performance in Palestinian ministries is high. The findings also showed no statistically significant differences in the respondents’ opinions regarding the level of administrative reengineering (business process reengineering) or the organizational performance of the ministries based on demographic variables (gender, age, educational qualification, job title, and years of experience).&#xD;
In light of the findings, the study recommends several key measures: adopting a participatory change strategy by involving employees in designing and leading organizational changes, fostering a culture of continuous learning through workshops and tangible incentives, and implementing a smart delegation framework that determines authority levels based on employees’ competencies and the nature of tasks, supported by monitoring and evaluation mechanisms to ensure a balance between flexibility and accountability.</description>

Abstract: The present study primarily aims to understand the technological, organizational, and environmental determinants influencing the continued use of the electronic Human Resource Management (e-HRM) system at the Higher Council for Youth and Sports, based on the Technology-Organization-Environment (TOE) framework. This framework encompasses technological factors (ease of use, perceived benefits), organizational factors (top management support, IT readiness), and environmental factors (government support, external support). Additionally, the study seeks to identify the role of continued e-HRM system usage in enhancing sustainable performance, measured through its dimensions: financial, environmental, and social sustainability.&#xD;
To achieve these objectives, the study adopts a quantitative correlational approach. Convenience sampling is used to maximize responses from the target population, consisting of 192 supervisory staff across the Council’s branches in the northern governorates. A questionnaire serves as the primary data collection tool, distributed to the entire sample. Out of 134 retrieved responses, three are excluded due to incompleteness, resulting in 131 valid questionnaires for statistical analysis.&#xD;
The results show that participants demonstrate a high level of awareness regarding the importance of using the electronic Human Resource Management (e-HRM) system, as all dimensions of the study record above-average levels. The highest mean appears in the dimension of "perceived usefulness." These findings indicate that the availability of the requirements for the continuity of using this system clearly contributes to supporting and enhancing sustainable performance in its three dimensions (financial, environmental, and social) within the Council. This reflects the system’s impact on efficiently and regularly processing administrative transactions and procedures, as well as raising awareness of the importance of digital transformation in achieving sustainable performance in the workplace. Conversely, the results show that the dimension of "external support" is not statistically significant, indicating that the influence of external donor entities on the continuity of using the system is not substantial in the context of the study.&#xD;
The study recommends continuous improvements to the e-HRM system, including the adoption of advanced AI-driven tools, to align with technological advancements and ensure sustainable performance. It also emphasizes collaboration with external stakeholders to secure technical consultations, solutions, and ongoing system maintenance, thereby enhancing the Council’s sustainability through financial, technical, and knowledge-based resources.</description>

Abstract: The study aimed to identify the impact of organizational agility on institutional excellence in private hospitals in Nablus Governorate. The researcher used the descriptive correlational approach in order to achieve the study objectives, relying on a questionnaire consisting of the independent variable organizational agility and the dependent variable with its dimensions institutional excellence, which was designed for the purpose of collecting data for a stratified random sample size of (306) from the study community consisting of employees in private hospitals, numbering (1483). The most important results reached were: The extent of application of organizational agility in private hospitals in Nablus Governorate was high, in addition to the presence of a strong positive correlation between organizational agility and institutional excellence with its leadership, human, financial, service and technological dimensions. The study recommends several recommendations, including the necessity for private hospitals to adopt a comprehensive strategy for organizational agility, working to improve the decision-making structure within hospitals, investing in developing leadership and administrative skills for senior and middle cadres, motivating workers to participate effectively in decision-making, developing the technological and administrative infrastructure in hospitals, adopting modern information systems and advanced analytical tools that contribute to Supporting institutional decision-making based on accurate and flexible scientific foundations.</description>
